FIRST HOME MORTGAGE PROGRAM
For First-Time Homebuyers
Southern California Home Financing Authority (SCHFA) is a joint powers authority between Los Angeles and Orange Counties formed in June 1988 to create first-time homebuyer programs for low- to moderate-income households.
For almost 25 years, SCHFA has helped thousands of individuals and families fulfill their dreams of owning a home. This program makes buying a home more affordable for qualifying homebuyers by offering a competitive 30-year fixed rate loan and a grant for downpayment and closing costs assistance.
The program is administered by the Los Angeles County Community Development Commission (CDC) and the Public Finance Division of the County of Orange. SCHFA does not lend money directly to homebuyers. Homebuyers must work directly with a participating lender.
First-Time Homebuyer Requirement
A first-time homebuyer is a person(s) who has not had an ownership interest in their primary residence during the previous three years unless buying a home in an IRS Designated Targeted Area Census Tract.
Eligible Areas in Los Angeles County
All unincorporated areas and incorporated cities in Los Angeles County except the City of Los Angeles areas.

The Federal Government identified “targeted” areas in the 2000 Census as areas in California where 70 percent of the families who live there earn an income that is 80 percent or less than the statewide median income. You do not have to be a First-Time Homebuyer if you purchase a home in an IRS Designated Target Area Census Tract.

Instructions to use MLS Search Links:
1. To search for a listing by the MLS number, click in the Multiple County MLS# Search input box and enter the number. Click OK when finished and your search will begin.
2. To perform a search that you have already saved, click on the Recall Search button. A separate Web window will open showing any search criteria that you have saved. You can run the search, or delete it, from this window.
3. Select a County in the County window. This will narrow down your search criteria by only
showing cities and MLS areas within the selected county or counties. You can select
multiple counties by holding down your control key on your keyboard.
4. Select a Property Type. For example, are you looking for Single Family or Condos? Again, you may select multiple property types in the same search by holding down the control key.
Once you have decided on your major search parameters (note that an MLS number search or recalled search will launch immediately) click the small “NEXT” button in the main County and Property Type window.
The Next button directs you to the main search page where you will have two choices—
City/Area Search or Map Search. Remember, the Mercado™ search screen is not intended to list every searchable field you may have in your primary MLS system. Rather, it is a subset of frequently used search fields that are common to all participating MLS’s. Not only is the search screen greatly simplified, but it is also organized into three major sections to make your searching even faster and easier.
1. Step One for City/Area Search. This section allows you to choose Home Location and Status
By previously selecting the County, the City and MLS Area choices are narrowed down to within that County. You can select multiple cities, areas, or statuses by holding down the control key.
2. Step Two. The next section of the Property Search screen covers Price and Date Range.
List Price and Sold Price ranges require the whole number, including zeros, to be
entered. For example, $100,000 must be entered as “100000” and not “100.” Date ranges must include the complete four-digit date for the year (e.g. 2009, not “09”).
3. Step Three. The final section of the Property Search screen provides selected fields to
Choose Home Features. These fields include criteria like Beds, Baths, Year Built, Square Footage, etc. For numeric fields, there is a checkbox option to include properties where the value may be zero, or not entered by the listing agent.
You can click the SEARCH button to get your listings, or:
• Save. Click here to save the criteria for future searches.
• Clear. Click here to clear the search criteria and start over.
• Count. Click the count button to see how many listings are found before they are down
loaded in the one line format. You can then alter your criteria and watch the count number
change. This is very handy to determine if your search criteria was too narrow (few listings)
or too broad (many listings).
Search. When you have your count just right click the Search button to run the complete search and see the resulting properties.
After completing a search in Mercado™ your property search results will display in a one-line table format: Quick Hot Links.

Mercado™ searches can also start by defining your geographic area more precisely using a map. Once your Map area is defined, the remaining search criteria is entered in the same manner as in the City/Area Search. Because Mercado™ uses Google™ technology, you can choose from three different views—Map, Satellite, and Hybrid.
• Map: This is the standard Google™ Map interface.
• Satellite: Downloads the satellite image for a closer look at geographical features.
• Hybrid: Downloads the satellite image but also overlays the street names
There are three different ways to define boundaries in a Map Search—From left to right these are known as Area, Radius, and Polygon. Look closely at the buttons and you will see visual icons representing each method.
The first method is to Drag Mouse to Define an Area. Click on a starting point and move the mouse to define a Rectangular Shape.
The second method is to Drag Mouse to Define a Radius. Click on a starting point and simply move the mouse pointer outward. A circle will form with a handy measuring indicator giving the radius distance in miles.
If you use the Map Search the search results will also be displayed on the Map. This view gives you insight into the spatial arrangement of the listings that only a Map can provide. By clicking on any of the listing icons, you can get a snapshot of property information plus a photo of that listing. Notice that the property information box contains two hot links—The ML Number is a hot link to the Detail Report for that listing, and the More Photos hot link will open up a Web view of all associated photos.
Sorting Listings. Across the top of the Property Table are the headings for each column such as the Check Box, MLS#, Status, Address, City, List Price, Square Footage, etc. Clicking on any of these headings will sort the list of properties by that column. Clicking the first time will sort in Ascending order, and clicking again will sort in Descending order.
Viewing Reports. Mercado™ allows you to view a variety of reports. First click on the
Reports pull down menu, and then select a report from the list.
Get Info.The Get Info button provides essential, non-property information for the selected listing.
This information includes Demographics, School Information, Climate, etc. This feature is a huge advantage to you since Schools and Demographics are the second most requested items, after property information, from home buyers! You can only view information for one listing at a time. To view the school and demographic information you need to select a listing by clicking somewhere in the ROW for that listing, but not on the MLS# or Address Hotlink.You do not have to select the listing by clicking in the green check box. In fact, you can have several listings checked in the green check box, but the listing that will display in the Get Info window is the one that is grayed. Again, only the listing that is grayed will display.
After selecting a listing from the Property Table, click the Get Info and a separate Web window will open. The default view is the demographics for that listing. To see additional information, click on the tabs at the top of the page to see School, Climate, and Houses of Worship.
